That's the general rule, which is correct for almost all the time.
But when you go further on the campaign map than your current era you might get a non abortable bonus questline that blocks the side/RQ quest slot.

If you scout the Garrincton sector on the Industrial Age continental map (it looks like North America), you get a Bonus Quest line, which replaces one of the recurring quest givers. This is bad, especially when you are in Iron Age and only have one recurring quest giver, because you would need a technology from Industrial Age to finish the whole bonus quest line."
Unfortunately there isn't a way around it when it have happened. You can only avoid it by not going past certain sectors on the campaign map etc. But that of course doesn't help when you already in the situation.
There is a reason for that all people doesn't get happy about it. It has to do with the established 1.9/1.8-boost threads as a fast and convenient way of leveling GB:s, especially at higher levels.

The system doesn't work if you put in too much fp on for example 1st spot, because then the 2nd spot can be "stolen" for less points and the owner of the GB has to contribute more of their own fp:s to secure the remaining spots. So in the end it gets more costly than it has to be for the owner.

What I meant by official forum is the forums that's issued by InnoGames, where they have some actual staff involved. It can be reached from a button in game, but here is a link to the English forum. The fact that you can't trade the ranking points for something doesn't necessarily mean it's just a pointless statistic.
The points clearly shows that you make progress in the game. Even at times when you otherwise seems to stand more or less still because you don't level up to new ages and don't develop your city much.
Then the points is used in the competition aspect between players. Which I would dare to say almost all players have as one of their reasons to stay and play the game in the long run.
And of course we also have the people that finds it very motivational in itself to try to get as many points as possible. We all have our different reasons for playing the game.

All the Cultural Settlements are permanent additions to the game. However you can only play one Cultural Settlement at a time. So if you're playing Japan now you have to finish or abandon your current village to be able to choose the Vikings.

The troops produced is random each time. But on average if you have 3 rogue hideouts and 1 other military building you would get 75% rouges and 25% of the other unit.

So if the only type of military building in your city is a rouge hideout you would just get rouges from Alcatraz.
