Definitely an improvement and has a better range. Otherwise it isn't much different. They are effectively used when put on hills and while attacking Heavy Infantry or other Heavy Melee units, they can cause serious damage to them. Catapults can hurt even Cannons significantly and even cause heavy damage to other unis when used in a group.
