Colonel Oumee

Colonel Oumee is a ruler in the Future Era, dictating Bisoraba, Botuku and Fort Buntu.

He is a totalitarian dictator and uses terrorism to keep control. He is extremely rich, as with most dictators, and he employs elite mercenaries with his money. He is close to Dr. Charles Couturier and is revealed to be the true mastermind behind the plot to spread disease using biological weapons. Eventually, he is defeated, and committed suicide before he could be tried.

Colonel Oumee is based on Ugandan dictator Idi Amin.
