Expansion allows the player to enlarge the building area of city. One expansion unlocks an area of 4x4 tiles that is placed adjacent to the current building area grid. There are three ways to expand the building area, by paying with coins, medals or diamonds. Expanding is crucial due to the influx of great buildings, and the requirement for population. You start the game with 16 4x4 tiles.
Expansion by coins needs to be researched in the technology or rewarded upon conquest of a province before players can expand. Expansion by medals and diamonds do not have this limitation. However, expansion by diamonds is limited 2 expansion per age, that means players can only unlock a maximum of 18 expansions. Expansion by medals has a maximum of 15 expansions and expansion by coins has a maximum of 51 expansions (32 by research and 19 by conquest).
This is where you get expansions for your city.
