Garrincton is the eighth and last non-bonus province of the Industrial Age, accessible after taking control of Dragon City or St. Marque. Taking control of Garrincton and Las Penas unlocks the bonus provinces of Embruniez, Gabordeaux and Nevarrone. Once Garrincton is under the player's control, it costs 90,000 
and takes 10:40:00 to unlock the Progressive Era map.
It is located roughly in the American state of Washington and is ruled by General Dee or President Cartwright. It is unknown how the owner is determined, but based on the narrative text, Dee apparently is the initial owner of Garrincton, but if you chose the side of President Cartwright, he will be the owner.[1] If you choose the peaceful path and only negotiate, the owner is President Cartwright.
