General Jean Joffre is a ruler of the Progressive Era and owns the province of Omoien.

Allied to Queen Lydia I of Uxrow and Gaelford and to Tsar Piotr of Gorski, he is involved in a massive war against the central powers of the continent represented by Kaiser Joseph Franz and Generalfeldmarschall Schledorf. Based on what he said, Omoien seems to be suffering from the war a lot. If negotiating, he will speak with you with slight desperation, asking for support. If attacked, Joffre will condemn you for opportunistically attacking a weakened country already plagued by a different war. Once you conquer Havre, you can choose from one of these options:

  1. You may join him and his allies in the war waged against the central powers by attacking Kriegreich. This grants you the gratitude of the western allies, who send some rewards to you along the way.
  2. You may join the central powers by attacking either Omoien or Uxrow. Going this path grants you the gratitude of Schledorf and of the Kaiser, as well as different rewards.
  3. You may become a third belligerent party, fighting against both alliances at the same time by attacking both Kriegreich and Omoien/Uxrow. Again, this changes the rewards.
  4. You may start a peacebringing process by taking provinces by negotiation, rather than by force.

No matter who you join, you are eventually forced into war against all nations of the continent after a smear propaganda campaign and a bombing at a peace conference organized by you (depending on your choices, the rulers either declare an ordinary war or decide to wage a total war against you together). You later discover that the origins of the smear campaign against you was from Sud. Given that Omoien is the only warring state with land connection to Sud, the player subsequently annexes Omoien to clear their way to get there.

General Jean Joffre is based on Joseph Joffre who was a general in the World War I, serving as the Commander-in-chief of the French armies on the Western Front until 1916, when he was replaced. General is usually the second-highest rank in a nation's army. Jean is a male name of Old French origin and means "Yahweh (the national god of Ancient Israel) is gracious". Joffre is a French and Spanish surname. The real Jean Joffre is a French actor.
