Gorski is the tenth and last province of the Progressive Era, accessible after all other PE provinces are under the player's control. Taking control of Gorski grants access to the Modern Era continent map (costing 
115,000 and 22hrs to explore) and the first province there, Inashu.
This province is based on the real life Russia. Tsar Piotr can be seen as the equivalent of Tsar Nicholas II.
