Hasdrubaal Barkas is the ruler of all of the Iron Age provinces of Badakus, Paruuch, Ruug, Karchagu, East-Nagach, West-Nagach and Maktaba, which are culturally based on the Ancient Carthaginian/Phoenician Empire. He also owns Guild Provinces.
Barkas, uniquely, chooses to side with the player after being conquered, serving as a loyal advisor, governor of his former empire and providing the bonus quest line in the Early Middle Ages. In the A Hero's Death quest, General Grivus reports that Barkas was killed in combat by General Celeas' assassins while attempting to protect the player.
His name is a reference to Hasdrubal Barca, a real-life general who fought against the Romans in the third century BC. Hasdrubal was the brother of Hannibal, the great general and statesman who commanded Carthaginian forces during the Second Punic War.
