Havre is the first province of the Progressive Era, accessible after taking control of Garrincton in the Industrial Age continental map. Taking over Havre grants access to Uxrow, Omoien and Kriegreich. The Province of Havre appears to based on real-life Belgium. The ruler, Baudoin seems to resemble Albert I.
