Quai Vat Dinh is a brutal ruler in the Postmodern Era and owner of the following provinces: Dong Bang Song, Mau Mat Dat, Phuc Kich and Giai Cuu Binh Minh

She seems to be based on the real-life Vietnamese general Nguyen Thi Dinh at least in appearance, and her personality and actions seem to be modelled after Pol Pot.
