Tsar Piotr is a ruler of the Progressive Era and own the province Gorski.
Given Gorski's lack of development and widespread poverty, the Tsar is living in fear of revolution by dissatisfied citizens, and as such, he is willing to do anything to protect his throne. Negotiating alliances with General Jean Joffre of Omoien and Queen Lydia I of Uxrow and Gaelford, he managed to get a war started against the central rulers Generalfeldmarschall Schledorf and Kaiser Joseph Franz, diverting attention of his people towards the war and away from Gorski’s interal problems. With the player's arrival on the continent and involvement in the conflict (either as a warring side or as a peacemaker), he blackmails King Vittorio Emanuele of Sud into starting a smear campaign against the player, ruining their reputation across the continent.
The Tsar's plan starts to fall apart with the player's capture of Sud, however - when captured King Vittorio Emanuele reveals the Tsar as the true culprit behind the smear campaign, the Tsar becomes the player's main enemy, and they start working toward his defeat. First, they strip him of his allies - General Joffre and Queen Lydia, then, they reach his borders by annexing the lands of Generalfeldmarschall Schledorf and of the Kaiser. With the player progressively acquiring more lands of Gorski itself, the Tsar's regime starts collapsing, turning into a full revolution eventually. The full acquisition of Gorski marks Piotr's downfall, with locals storming and destroying his palace.
Tsar Piotr can be seen as the equivalent of Tsar Nicholas II, the ruler of the Russian Empire during World War I. Similarly to his real life counterpart, as the war situation of his realm worsens, Piotr's reign ends with his people turning against him in a revolution.
